This project sought to develop a number of compositional elements tied both to function and to the symbolic importance of the structure.

The requirements of the project description were accommodated within a somber, formal environment finished in masonry, and a new architectural element, composed of a vertical sequence of columns in exposed cement, formed a portico that granted access to the building.

A pool, which faces the building, referred symbolically to the Consortium’s activities.
